Rent-Assisted Housing Program
Centerstone offers more than 80 units of permanent housing in the Metro East and Southern Illinois regions.
Hempel, Community Court, Yakubian and Amy’s Crossing:
Hempel House, Community Court, Yakubian and Amy’s Crossing Apartments offer one bedroom, one-bath apartments for single adults (no children or spouses) with serious mental health conditions. These four properties are located in Alton.
- Rents are assisted by the US Department of Housing and Urban Development, and each resident pays no more than 30% of their income as rent.
- Due to the high demand, there is a waiting list. Please note that applicants are responsible for keeping Centerstone updated with any address or phone number changes so that if there are any openings, applicants can be notified.
- To qualify, applicants must agree to provide driver’s license or state ID, social security card, evidence of their disability and income, as well as their criminal, financial and housing history when a full application is submitted.
- There is a specialized preference for adults with serious mental illness.
- Tenants/Applicants are not required to be a Centerstone client.

Theodoro Place
Theodoro Place, located in East Alton, is a 12-unit supportive, permanent housing program for single adults (no children or spouses) who are experiencing homelessness and a serious mental health condition.
- Efficiency units are fully furnished, and residents can elect to be provided one meal daily.
- On-site services include counseling, life skill building, and case management.
- Evidence of homelessness status will be required.
- Rents are assisted by the US Department of Housing and Urban Development (HUD), and each resident pays no more than 30% of their income as rent.
- Income is not required to be eligible for residency.
- To qualify, applicants must meet the standard definition and eligibility of homelessness as required by HUD. Applicant must also contact Madison County Community Development Homeless Hotline at 618-296-5300 for a screening.
- Tenants are selected from the Madison County Community Development Prioritization List.
- To qualify, applicants must agree to provide driver’s license or state ID, social security card, evidence of their disability and income, as well as their criminal, financial and housing history when a full application is submitted.

Milestone Apartments
Milestone Apartments, located in Carbondale, is a 10-unit permanent housing program for households earning at or below 15% or 30% of the median income for Jackson County, Illinois.
- Rents are assisted by the Illinois Housing Development Authority and each resident pays no more than 30% of their income as rent. Funding is provided in whole or in part by the Illinois Housing Development Authority.
- Income is not required to be eligible for residency.
- The apartments comprise five units for “extremely low” income households (at or below 30% of the median income for Jackson County, Illinois) and five units for “severely low” income households (at or below 15% of the median income for Jackson County, Illinois).
- Applicants do not have to reside in Jackson County, Illinois, to apply.
- The apartments comprise four efficiency apartments and six two-bedroom garden/town home apartments.
- Head of household must have a disability or illness, including but not limited to a physical, developmental or mental limitation, substance use disorder, HIV/AIDS, or is homeless or at risk of homelessness.
- To qualify, applicants must agree to provide driver’s license or state ID, social security card, evidence of their disability and income, as well as their criminal, financial and housing history when a full application is submitted.
- Tenants/Applicants do not have to be a Centerstone client but do have to be enrolled in health care services.
