Who may be affected?
The HIP work requirements generally apply to adults who:
- Are age 19 through 64;
- Are enrolled in or eligible for HIP;
- Are not pregnant; and
- Are not enrolled in or eligible for Medicare.
Indiana FSSA will determine whether the requirements apply to you.
When do the requirements begin?
January 1, 2027. They apply to new applicants and existing HIP members whose redeterminations are initiated on or after that date.
Indiana will review HIP eligibility every six months and check work-requirement compliance more frequently. Watch for notices that explain what information is needed and when.
How can you meet the requirements?
If the requirements apply to you, you generally need to complete at least 80 hours each month through one or more qualifying activities.
- Employment;
- Volunteering in the community;
- Attending school at least half-time;
- Participating in an apprenticeship;
- Participating in a qualifying work program; or
- A combination of qualifying activities totaling 80 hours in a month.

You may qualify for an exemption
You may not have to meet the HIP work requirements if Indiana FSSA confirms that an exemption applies.
Examples of possible exemptions
- Being under age 26 and formerly in foster care;
- Membership in a federally recognized Tribe;
- Being a parent or caregiver of a child age 13 or younger;
- Being a caregiver for a person with a disability;
- A 100% disability rating from the U.S. Department of Veterans Affairs;
- Pregnancy or being within 12 months after a pregnancy ended;
- Current incarceration or release from jail or prison within the last 90 days;
- Following applicable SNAP or TANF work requirements;
- Participation in a drug or alcohol treatment program; or
- Medical frailty or special medical needs.
Medical frailty or special medical needs may include blindness, disability, a substance use disorder, a serious mental health condition, a serious physical, intellectual or developmental disability, or another serious or complex medical condition. FSSA makes the determination.
What should you do now?
- Make sure your information is correct. Check that Indiana FSSA has your current address, phone number and other contact information.
- Learn whether an exemption may apply. Use Indiana’s pre-screening tool as a guide. FSSA makes the official decision.
- Keep records. Save documentation of qualifying work, school, volunteer, training or other activities.
- Set up your Benefits Portal account. The portal is the main online resource for managing HIP coverage and reporting information.
- Watch for notices. Read communications from Indiana FSSA and follow all instructions and deadlines.
